Lesley Hoops was appointed in 2020 as the Clerk of Court for the United States Bankruptcy Court for the Southern District of West Virginia serving the Honorable B. McKay Mignault. As Clerk of Court, Lesley oversees the financial, operational, human resources, information technology, and case management of the Court. Lesley analyzes bankruptcy law and procedure to ensure strict compliance thereto.
Lesley first joined the United States Bankruptcy Court in 2014 serving the Honorable Ronald G. Pearson as a Law Clerk as a special appointment to assist with the Freedom Industries Chapter 11 case. She then transitioned to the Clerk’s office Administrative Manager where she was tasked with compliance, budget, and finance oversight, the court’s various procurement responsibilities, and management of staff.
Lesley’s early career was spent at Samuel I. White, PC (2010-2014) where she specialized in banking, bankruptcy, creditors’ rights, real estate, commercial litigation, and commercial transactions. Lesley’s primary focus has been representing banks and other creditors in various matters to ensure their respective rights are protected. Lesley served as West Virginia counsel to several major financial institutions representing their rights in consumer litigation actions relating to the West Virginia Consumer Credit and Protection Act, the Fair Debt Collection Practices Act, and the Fair Credit Reporting Act, in various state and federal courts. Lesley has also assisted financial institutions in complying with the new regulatory laws as enacted by the U.S. Congress, including representing their interests in various proceedings and disputes against governmental entities.
Lesley is a lifelong resident of West Virginia attending undergraduate at Marshall University studying Accounting. Lesley briefly left West Virginia to attend law school at Western Michigan Thomas Cooley Law School graduating in 2009.
